Flooding Along Beaver Creek

I never understood the role of the DEP sometimes. This creek is purposely flooded right now to drain Conewago Lake at Pinchot Park in order for them to be able to accommodate all the runoff expected from upcoming heavy rains. And other times, they let no water drain out at all, which kills off all the fish in between. Hundreds of them lay dead along the creek when they do this. Why not just always let it flow a steady amount, it would be a lot less stressful on the ecosystem.
